Wendell (Terry) Phillips
Director of Houston Operations, Senior Facility Programmer

Terry’s professional experience includes both architectural and economic training. This diverse background allows him to define any financial, operational, or architectural challenges associated with proposed projects. One of his great strengths is his ability to share his knowledge with clients so that they have a full understanding of the impact of new or renovated facilities.

Terry has extensive experience in programming and planning at the university and college level. He has developed master plans and building and space programs for several clients including Rice University, the University of Houston Clear Lake, the University of Texas Health Science Center at Houston, the University of Texas Health Science Center at San Antonio, Houston Community College, Texas Southern University, and Laredo Community College. Over the last several years, he has worked with many of the components of the University of Texas System.

Terry served as the team leader on over 60 project validation assessments for all four branches of the armed forces. He has provided analytical services for a variety of clients including the U.S. military, pension funds, insurance companies, investors, banks, homebuilders, developers, and municipalities. Projects include assets as diverse as office buildings, apartments, restaurants, retail buildings, and gravel mining.
